[DIFE-146] feat: add cofe charter
Description
This adds a new global setting for the Meetings component called cofe_charter_url. It also adds a new attribute to the MeetingForm that needs to be accepted in order to create a Meeting.
The label of the check_box includes a link to the configured URL.
app/views/decidim/meetings/meetings/_form.html.erb notice. If decidim-meetings is updated at some meeting we need to make sure the template matches the new changes.
